Nominations made through the non–Express Entry process are called “base nominations” and nominations made through Express Entry are called “enhanced nominations.”

The Manitoba Provincial Nominee Program (MPNP) receives an allocation of nominations each year from Immigration, Refugees and Citizenship Canada (IRCC). For 2020, Manitoba was allocated 5,000 base nominations and 875 enhanced nominations. The ratio of base to enhanced nominations is flexible and may be adjusted based on MPNP inventory and Manitoba’s labour needs.
