Skilled workers: The Manitoba Provincial Nominee Program (MPNP) conducts regular draws under its Expression of Interest (EOI) system to invite candidates in the EOI pool to submit a full application to the MPNP. For more information on the EOI system and how to submit an EOI, please click here.
Business investors: EOI draws for the Business Investor Stream are not currently being conducted. All EOIs received are reviewed within four weeks. The MPNP will issue either a Letter of Advice to Apply if the EOI meets the Program’s requirements or a feedback letter if the EOI is unsatisfactory.

As part of the Manitoba government’s response to the situation in Ukraine and in line with Immigration, Refugees and Citizenship Canada’s special immigration measures for those affected, the Manitoba Provincial Nominee Program will conduct regular EOI draws for individuals who meet all MPNP eligibility criteria and are affected by ongoing events in Ukraine.
…Profiles declaring current employment in Manitoba in occupations with the highest-anticipated labour shortages, as identified in the most recent Manitoba Labour Market Outlook, were considered.
The occupations under the following National Occupational Classification (NOC) 2021 minor groups were considered in this draw:
All profiles that were not selected in the occupation-specific selection were considered.
Profiles that declared meeting International Education Stream eligibility requirements.
Profiles that declared being directly invited by the MPNP under a strategic recruitment initiative.
Of the 583 Letters of Advice to Apply issued in this draw, 140 were issued to candidates who declared a valid Express Entry profile number and job seeker validation code.
