Employer Services assists eligible Manitoba employers to attract and retain the workers they need to address labour market shortages and enhance their competitiveness in the global economy.
The Employer Services’ Strategic Initiative facilitates a streamlined pathway to permanent residency for approved employers by endorsing their eligible candidates through the Manitoba Provincial Nominee Program (MPNP), MPNP Policies and Guidelines | Manitoba Immigration. This initiative helps employers retain skilled talent and build a stable, long-term workforce.
Employer Services has received a high number of applications to the newly launched Temporary Resident Retention Pilot (TRRP). While Employer Services strives to process complete TRRP applications within 60 days of submission, due to the volume, processing timelines are expected to be longer.
Please note that actual processing times may vary based on several factors, including, but not limited to:
- Application completeness
- Application volume
- Verification requirements, including compliance reviews and any additional due diligence as determined by the program
- Operational capacity
Employer Direct Initiative
The Employer Direct Initiative can assist employers when their business has exhausted all local recruitment avenues or can demonstrate that international recruitment will provide a significant benefit to the Manitoba based company and create additional opportunities for Manitoba residents and Canadians. This initiative helps employers meet workforce needs while contributing to the province’s economic development and job creation.

Temporary Resident Retention Pilot
Employer Services is announcing a temporary pilot program for Manitoba employers who wish to retain eligible temporary residents already employed with them. This initiative supports workforce stability, addressing immediate labour market needs and business continuity.
