I have received an Invitation to Apply (ITA) under the 2025 Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP). Am I eligible include the ITA code in my Expression of Interest (EOI) profile?
ITAs will be issued to all 2025 Support Letter recipients. Receiving the ITA is not an automatic indication of your eligibility to use the ITA. To be eligible to update your EOI profile to include the TPP ITA code, you must meet all the following requirements:
- You must hold a valid work permit issued by Immigration, Refugees and Citizenship Canada (IRCC) under this Temporary Public Policy.
- You must be currently employed in Manitoba on a full-time basis and able to demonstrate ongoing employment with a Manitoba employer who has offered you a full-time, long-term position.
- You must have completed at least six (6) months of continuous, full-time employment in Manitoba.
- If you graduated from a post-secondary program outside Manitoba (in another Canadian province or territory), you must demonstrate at least one (1) year of continuous, full-time employment in Manitoba.
- You must demonstrate that you meet all qualifications for your declared occupation, including required education, training, work experience, and any mandatory licensing or certification.
- You must have job-ready language ability, meaning you must demonstrate sufficient English or French proficiency to perform the duties of your assessed occupation.
- Your connection to Manitoba through employment must be stronger than any ties you have to another province or territory.
- You must submit a Settlement Plan demonstrating your intention and plan to live, work, and establish your career and family life in Manitoba as a permanent resident.
- You must meet all criteria of the Skilled Worker in Manitoba pathway as described online at https://immigratemanitoba.com/immigrate/skilled-worker/swm/.
I received a Support Letter from MPNP in 2025, but currently hold a different type of work permit (i.e. a work permit issued under the Temporary Foreign Worker Program (TFWP), a Post Graduate Work Permit, a Spousal Work Permit), can I use the ITA code?
No. You must possess a valid open, Manitoba-specific work permit that was issued by Immigration Refugees and Citizenship Canada (IRCC) under this Temporary Public Policy.
I meet the eligibility criteria listed but I have not been working for my current employer for minimum six months (or one year for out-of-province graduates). Am I eligible and how can I update my profile?
If you are currently employed and have previously completed at least six months (or one year for out-of-province graduates) ongoing employment with one Manitoba employer you may use the ITA code.
You will need to complete the EOI “Eligibility” questions and Tab 1 – Personal Information to reflect your current situation. If you do not meet the eligibility criteria for Skilled Worker in Manitoba stream your previous MB experience will allow you to submit an EOI as a Skilled Worker Overseas candidate.

I am not currently employed, am I eligible to use the ITA code?
No, you must be currently employed in Manitoba on a full-time basis and able to demonstrate ongoing employment with a Manitoba employer who has offered you a full-time, long-term position.
I received a Support Letter from the MPNP, but I have not received an ITA yet. How can I get a code?
ITAs are being issued in order of Support Letter approval date. Support Letter recipients approved after June 30, 2025 can continue to monitor https://immigratemanitoba.com for updates on the next round of ITAs.
