Process Overview

These steps briefly show the process for expressing your interest and applying to ISEP. Steps 1-3 relate to expressing your interest, and steps 4-7 relate to submitting an application and meeting the terms required for nomination. For full details, download the ISEP Interim Process Map.

Step 1: Self-assessment

  • Conduct an objective self-assessment and determine if you meet the minimum criteria of the International Student Entrepreneur Pilot.
  • Complete an Interest Guideline Form.

Step 2: Explore Manitoba and research your Business Concept

  • Explore Manitoba's business environment and research your proposed business.
  • Attend a mandatory ISEP information session at the MPNP. To register for an information session, please send an email to MPNP-BusinessStream@gov.mb.ca.
  • Complete a Business Concept Form.

Step 3: Submit your Self-assessment and Business Concept forms to the MPNP

  • Once you have completed your research of Manitoba's business environment and attended a mandatory ISEP information session, you can submit your forms by email to MPNP-BusinessStream@gov.mb.ca. The following forms are required:
    • Your Business Concept Form;
    • Your Interest Guideline Form; and
    • Code of Conduct for Immigration Representatives, if applicable.
  • A response will be emailed to you. If you do not meet the minimum ISEP criteria requirements, your business concept will not be reviewed. Please note that submitting an Interest Guideline and Business Concept form is not an application to the MPNP.

Step 4: Submit your full application to the MPNP

  • If you have received a Letter of Advice to Apply (LAA) to the ISEP, you must submit your completed application to the MPNP within the time period outlined in the LAA. The LAA will include detailed instructions for your application submission.
  • Please note that the MPNP reserves the right to request verification of your net worth and financial information by a Manitoba designated third-party service provider. Your LAA will indicate if the MPNP requires you to submit your net worth and financial information for verification.
  • Electronic submission (email) of all provincial and federal forms is required. Paper copies of these forms will not be accepted.
  • Paper copies (hard copies) of supporting documents can be submitted by mail or in person.
  • All documents listed in the Instructions and Document Checklist and your net worth verification report (if required) must be submitted, and your application fee of $2,500 must be paid at the time of submitting your application to the MPNP.

Step 5: Application assessment

  • Your complete application will be assessed by the MPNP. The assessment process will include an in-person interview with the MPNP.
  • If your application meets all of the requirements of the MPNP, the Program will email you an approval letter.
  • You must sign an ISEP-Business Performance Agreement (BPA) prior to the MPNP approving your application in principle so you can pursue your business plan.

Step 6: Operate your business in Manitoba

  • Implement your business plan and operate your business in Manitoba. MPNP Officers can assist you with information and feedback.

Step 7: Receive your MPNP nomination
