Answer: You may not apply for a Support Letter until 45 days prior to the expiration of your work permit.
- Question: Am I eligible to apply for a Support Letter if I had an active Manitoba Provincial Nominee Program Expression of Interest profile as of January 15, 2025, and currently hold a visitor record?
Answer: Yes, if you have a letter of employment from your Manitoba employer who will offer you full-time work once you receive a new work permit, and if one of the following situations applies to you, you may apply for a Support Letter from Manitoba:
- Reside in Manitoba with valid temporary resident status when you apply for a Support Letter, or
- Reside in Manitoba and will apply to Immigration, Refugees and Citizenship Canada to restore your status if your application for a Support Letter from Manitoba is approved.
- Question: Am I eligible to apply for a Support Letter if my work permit has expired but I have received or applied for a new work permit?
Answer: Yes, if one of the following situations applies to you, you may apply for a Support Letter from Manitoba:
- Held a work permit valid on May 7, 2024 that has since expired and have submitted an application for a new work permit under section 200 of the Immigration and Refugee Protection Regulations, or
- Held a work permit valid on May 7, 2024 that has since expired and have submitted an application for an extension of the authorization to remain in Canada as a temporary resident under section 181 of the Immigration and Refugee Protection Regulations, or
- Held a work permit valid on May 7, 2024 that has since expired and have submitted an application restoration of temporary resident status under section 182 of the Immigration and Refugee Protection Regulations, or
- Held a work permit valid on May 7, 2024 that has since expired and currently hold a visitor record, or
- Were authorized to work pursuant to paragraph 186 (u) of the Immigration and Refugee Protection Regulations on May 7, 2024, and the work permit extension application remains pending or was approved, and have submitted an application for a new work permit under section 200 of the Immigration and Refugee Protection Regulations
- Question: Am I eligible to apply for a Support Letter if I have received or applied for restoration of status?
Answer: Yes, in some situations, a person who has applied for restoration of status may apply for a Support Letter. If one of the following situations applies to you, you may apply for a Support Letter from Manitoba:
- Held a work permit valid on May 7, 2024 that has since expired and have submitted an application for an extension of the authorization to remain in Canada as a temporary resident under section 181 of the Immigration and Refugee Protection Regulations, or
- Held a work permit valid on May 7, 2024 that has since expired and have submitted an application restoration of their temporary resident status under section 182 of the Immigration and Refugee Protection Regulations, or
- Were authorized to work pursuant to paragraph 186 (u) of the Immigration and Refugee Protection Regulations on May 7, 2024, and the work permit extension application remains pending or was approved, and have submitted an application for a new work permit under section 200 of the Immigration and Refugee Protection Regulations, or
- Were authorized to work pursuant to paragraph 186 (u) of the Immigration and Refugee Protection Regulations on May 7, 2024, and the work permit extension application remains pending or was approved and have submitted an application for an extension of the authorization to remain in Canada as a temporary resident under section 181 of the Immigration and Refugee Protection Regulations
- Question: I have received a Letter of Advice to Apply from the Manitoba Provincial Nominee Program (MPNP), and my work permit expired in 2024 or will expire in 2025, am I eligible to apply for a Support Letter from Manitoba?
Answer: No, only those who have not received a Letter of Advice to Apply, had an active Expression of Interest profile on on or before January 15, 2025, and have an active Expression of Interest profile at time of application may apply for a Support Letter from Manitoba.
The MPNP is temporarily prioritizing the assessment of MPNP applications with expired or expiring work permits. MPNP applicants whose work permits have expired or are expiring within the next 45 days are asked to inform the MPNP by using the Skilled Worker Webform.
- Question: Am I eligible to apply for a Support Letter if I submitted an Expression of Interest profile after January 15, 2025?
Answer: No, only persons who had an active Expression of Interest profile as of January 15, 2025, may apply for a Support Letter from Manitoba.
- Question: Am I eligible to apply for a Support Letter if I had an Expression of Interest on or before January 15, 2025, but that profile has expired?
Answer: Yes, if you had a valid Expression of Interest profile as of January 15, 2025, but that profile has since expired, and you have not received a Letter of Advice to Apply, you may make a new profile to maintain your eligibility and apply for a Support Letter from Manitoba.
- Question: My work permit expired in 2024, am I eligible to apply for a Support Letter from Manitoba?
Answer: Yes, persons with work permits expiring or expired in 2024 or 2025 may apply for a Support Letter from Manitoba if they meet all other criteria and submit their application no more than 45 days prior to work permit expiration.
- Question: Are Support Letter applicants expected to reside in Manitoba in the long-term?
Answer: Yes. The work permits issued to successful Manitoba Support Letter recipients under these facilitative measures are Manitoba-specific work permits, meaning they enable the permit holder to work for employers located in the province. It is expected that all persons who apply for a Support Letter intend to work and reside in Manitoba in the long-term and establish in the province as a permanent resident.
Support letter recipients who do not demonstrate that that they meet the core requirements of the MPNP, who do not intent to reside in Manitoba, or whose connection(s) to other Canadian provinces are stronger than their connection(s) to Manitoba, will not be nominated by the MPNP to apply for Canadian permanent residence.
- Question: How do I obtain a copy of my Expression of Interest (EOI) profile to submit in my application for a Support Letter?
Answer: Log into your Government of Manitoba account at https://web22.gov.mb.ca/sso/account/logon. Select tab 4 titled Review & Submit. You will then see another tab titled Submit EOI-SW; select this tab then click on the green text which reads Preview EOI-SW. This will take you to a copy of your EOI profile that can be saved as a PDF document.
