MPNP Information and Employer Engagement Sessions - Eastern Europe 2018

Manitoba Immigration is planning an overseas recruitment mission in Eastern Europe (Germany) in May 2018.

If your business is experiencing difficulty recruiting workers locally and is interested in participating in this overseas mission, please submit an expression of your interest together with the required supporting documentation to participate to with the subject line "Eastern Europe Mission 2018" by no later than February 14, 2018. No new requests will be accepted after this date.

Along with your email of intent to participate in this mission, you will be asked to complete and submit the Strategic Recruitment Information form indicating what positions (include the NOC 2016 code and job title for each position) you are interested in recruiting, the number of workers per position and a detailed job description. Interested employers will also be asked to provide proof of current advertising to demonstrate efforts to recruit Canadians and Canadian permanent residents for vacant positions.

Employers must meet the following criteria to be eligible to participate:

  • Business must be established in Manitoba and registered as a corporation, limited partnership, or sole proprietorship; home-based employers are not eligible
  • Have business premises in Manitoba where the applicant(s) will work
  • Be active in Manitoba for a minimum of three years immediately preceding the application
  • Have a positive history with the MPNP
  • Be in compliance with all provincial labour laws, including but not limited to employment standards, health and safety standards, and labour relations legislation

Employers will be responsible for their own airfare, accommodations cost, meal costs, and cost-shared meeting space. Employers will be required to register with the Government of Canada's Employer Portal and pay the $230 compliance fee per position, which cannot be charged back to the worker.

The following criteria applies to eligible positions:

  • Positions can fall under NOC 0, A, B, C and D.
  • If positions fall under NOC C or D, the wage rates must meet median wages. Employers will also be required to pay the fees for the temporary foreign worker's work permit ($155) and pay for the transportation costs (i.e., airfare) of the worker to the work location in Manitoba and back to their place of permanent residence (if required).
  • Positions must be for long-term, full-time employment and meet prevailing wages and working conditions offered to Canadian citizens and/or permanent residents in Manitoba.
  • The offer of employment is related to the assessed occupation, including training and work experience of the internationally trained worker.
  • Positions cannot be temporary or seasonal in nature.
  • Employment cannot be commission-based.
  • There is no training component required to the recruitment of the foreign worker. Selected candidates should be able to commence work in the position upon securing a work permit and arriving in Manitoba.


  • Employers will be assessed on their labour market need and employer eligibility. Final selection of employers will be based on their active participation in the mission.
  • MPNP overseas activities are subject to program resources and departmental approval.

Destination Canada 2017

Registration is now open for the 2017 edition of Destination Canada Job Fair, which will take place November 14–16 in Paris, France and November 18 in Brussels, Belgium. A preparatory meeting for all Canadian participants will take place in Paris on November 13.

LMIA exemption under Mobilité francophone

As of June 1, 2016, the Mobilité francophone stream of the International Mobility Program exempts employers from the Labour Market Impact Assessment (LMIA) process when they hire francophone workers in managerial, professional and technical/skilled trades occupations from abroad to work outside of Quebec. You will find details on eligibility and how to apply in the attached bilingual information sheet.

Some candidates will already have an open work permit through Working Holiday or a permanent resident card, and are therefore authorized to work starting the day they arrive in Canada without any administrative steps required on the part of employers.

European Mission 2015

Manitoba Provincial Nominee Program staff will be in Vienna, Austria along with Manitoba employers to conduct interviews with individuals who can demonstrate qualifying skills in the following areas:

Long-haul truck drivers

  • Operate and drive tractor trailer weighing 4,500 kg to transport goods and materials over long distances
  • Plan trip logistics and obtain required documentation to transport goods
  • Perform pre-trip and post trip inspections of vehicle systems
  • Obtain special permits and additional documents to transport cargo on international routes

Experience in transporting live haul is also being considered, so please specify related experience on your resume.

Note: Those interested in opportunities as a long-haul truck driver must currently hold the equivalent to a Manitoba Class 1 driver's license, including air brake endorsement and a clear driving record (must provide documentation).

Heavy equipment mechanics

  • Repair, troubleshoot, adjust, overhaul and maintain mobile heavy-duty equipment used in construction, transportation, forestry, mining, oil and gas, material handling, landscaping, land clearing, farming and similar activities

Specialized livestock workers

  • Agricultural service contractors provide agricultural services such as livestock and poultry breeding, soil preparation, crop planting, crop spraying, cultivating or harvesting. Farm supervisors supervise the work of general farm workers and harvesting labourers. Specialized livestock workers carry out feeding, health and breeding programs on dairy, beef, sheep, poultry, hog and other livestock farms.

Employment opportunities are available to qualified and interested candidates who:

  • are between the age of 21–45;
  • have post-secondary education/training in the related occupations listed;
  • have a minimum of 3 years of employment experience in the past 5 years in the related occupations listed; and
  • are able to meet the Canadian Language Benchmark (CLB 4) or Common European Framework Reference (CEFR B1).

Eastern Europe Recruitment Mission 2014

Representatives of the Manitoba Provincial Nominee Program (MPNP) are scheduled to visit Eastern Europe at the end of next month to recruit qualified skilled workers interested in moving to and settling in the Canadian province of Manitoba.

Deadline: Your complete expression of interest must be received by the MPNP office in Winnipeg, Manitoba, Canada no later than Friday, April 25, 2014 at 10:00 a.m. CST.

Interviews of pre-selected candidates (only) will be held in Warsaw and Berlin. Details and dates will be provided to individuals who pass our screening process.
