Manitoba government accepting applications for new Advisory Council on Economic Immigration and Settlement

Labour and Immigration Minister Jon Reyes announced today that the Manitoba government is accepting applications for the Advisory Council on Economic Immigration and Settlement (ACEIS), which will inform the development of a comprehensive, multi-sector strategy to attract and retain immigrants, streamline the Manitoba Provincial Nominee Program and enhance settlement services.

Post-graduation work permit extension for certain international graduates

On March 17, 2023, Immigration, Refugees and Citizenship Canada (IRCC) announced that international graduates with a recently expired or expiring post-graduation work permit (PGWP) will qualify for an additional or extended work permit to stay longer and gain additional work experience for up to 18 months.

Foreign nationals whose PGWP has already expired in 2023 and those who were eligible for the 2022 PGWP facilitative measure will also have the opportunity to apply for an additional 18-month work permit. Those with expired work permits will be able to restore their status, even if they are beyond the 90-day restoration period, and will receive an interim work authorization while awaiting processing of their new work permit application.

MPNP to participate in Emigratiebeurs Emigration Expo

The Manitoba Provincial Nominee Program (MPNP) will be participating in the upcoming Emigratiebeurs Emigration Expo and Career Fair in Houten (Utrecht), Netherlands from April 1 to 2, 2023.

The Expo is one of Europe's largest events for emigrants. Farmers, students, entrepreneurs, and job seekers with diverse experience will be in attendance. The MPNP will be promoting its Farm Investor Pathway, Business Investor Stream, and Skilled Worker Stream to attract potential immigrants from a wide variety of fields to Manitoba.

Destination Canada 2023

The IRCC office at the Canadian Embassy in France, in collaboration with the Information and Communications Technology Council and Tourism HR, is organizing online recruitment fairs to connect Canadian employers with qualified French-speaking and bilingual international candidates in the information and communications technology (ICT) and tourism-hospitality-culinary sectors.

Employers with job openings in Manitoba in these sectors are invited to apply to participate. Click here for a list of approved occupations for which employers may recruit candidates. For these recruitment events, the employer must participate directly and cannot be represented.

Thanks to a state-of-the-art tool that matches the needs expressed in the job postings with the experience and skills of the registered candidates, a list of qualified candidates will be proposed for each position. Employers will have access to their profile, their CV and a pre-recorded video presentation. A platform will be made available to organize interviews with the candidates they wish to meet. The interviews with the candidates will take place at the dates and times they wish, from February 20 to March 31, 2023.

Participating employers will also be invited to attend an online information forum to present their company to candidates. Destination Canada ITC will take place on March 14, 2023 and Destination Canada Tourism-Hospitality-Culinary will take place on March 20 and 21, 2023.

Participation is free of charge but the number of places is limited. Employers can register here from Monday, January 30 to Thursday, February 16, 2023. Manitoba government accepting applications for Newcomer Community Integration Support Program

Labour and Immigration Minister Jon Reyes announced today that the Manitoba government is accepting applications for the Newcomer Community Connections Stream (NCCS) of the Newcomer Community Integration Support (NCIS) program.

Expression of Interest system notices

  1. All persons who are interested in applying to the Skilled Worker Stream must create an Expression of Interest (EOI) profile.
  2. The Manitoba Provincial Nominee Program (MPNP) receives an allocation of nominations each year from Immigration, Refugees and Citizenship Canada (IRCC). The MPNP invites a corresponding number of applications to be submitted to utilize the entire nomination allocation through the EOI draws. The MPNP can only approve as many applications as the nomination allocation in a given year.
  3. For 2022, the MPNP can approve 6,367 applications.
  4. The nomination allocation for 2023 has not yet been announced.
  5. The MPNP issues Letters of Advice to Apply (LAAs) based on priority by stream and the highest ranking points at the time of a given EOI draw.
  6. The number of profiles in Manitoba's EOI pool exceeds the annual nomination allocation. As a result, not everyone who creates an EOI profile will be selected to receive a LAA to the MPNP.
  7. Individuals can improve their score by completing or updating their language test results, completing additional work experience, or through completion of additional education.
  8. Individuals interested in immigrating to Manitoba may also be eligible to apply through a federal immigration program. More information on federal immigration programs can be found on the IRCC website.

MPNP notice regarding Expression of Interest draws using NOC 2021

In accordance with Immigration, Refugees and Citizenship Canada (IRCC), the Manitoba Provincial Nominee Program (MPNP) will begin using the 2021 version of the National Occupational Classification (NOC) for all applications received on or after November 16, 2022.

The MPNP is currently only accepting Expression of Interest profiles using NOC 2021 (5 digits). Profiles can be submitted at any time.

The MPNP will conduct an Expression of Interest draw for profiles using NOC 2021 on November 17, 2022. To be considered in any draw occurring on November 17, 2022, you must have submitted an Expression of Interest profile by November 16, 2022 at 11:59 p.m. CST.

The MPNP will continue to accept new Expression of Interest profiles after November 16, 2022 and conduct regular draws based on the MPNP's need for applications to meet program objectives.

The MPNP plans to conduct an Expression of Interest draw for Skilled Worker Overseas candidates before December 31, 2022. This draw will consider all Expression of Interest profiles with a connection to Manitoba through a Manitoba Supporter or previous Manitoba experience. Please note that if your MPNP application was submitted before November 16, 2022, the MPNP nomination and subsequent permanent residence application will be assessed using NOC 2016. Your application and nomination cannot be switched to NOC 2021.

Destination Canada Mobility Forum 2022

The Manitoba Provincial Nominee Program, along with the Economic Development Council for Manitoba Bilingual Municipalities (CDEM), Economic Development Winnipeg (EDW), Acceuil Francophone and the Manitoba Francophone Immigration Network (RIF-MB), will be participating in the upcoming Government of Canada's Destination Canada Mobility Forum, a recruitment fair for bilingual skilled workers in Paris, France and Rabat, Morocco from November 18 to 24, 2023, and in the virtual version from December 4 to 6.

Every year, the Canadian government organizes this event to connect Canadian employers in predominantly anglophone provinces with skilled bilingual candidates from a variety of industries.
