FAQs – Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates

  1. Question: Am I eligible to apply for a Support Letter if I meet all other criteria but my work permit is valid for more than 45 days?

    Answer: You may not apply for a Support Letter until 45 days prior to the expiration of your work permit.
  1. Question: Am I eligible to apply for a Support Letter if I had an active Manitoba Provincial Nominee Program Expression of Interest profile as of January 15, 2025, and currently hold a visitor record?

    Answer: Yes, if you have a letter of employment from your Manitoba employer who will offer you full-time work once you receive a new work permit, and if one of the following situations applies to you, you may apply for a Support Letter from Manitoba:
  • Reside in Manitoba with valid temporary resident status when you apply for a Support Letter, or 
  • Reside in Manitoba and will apply to Immigration, Refugees and Citizenship Canada to restore your status if your application for a Support Letter from Manitoba is approved.
  1. Question: Am I eligible to apply for a Support Letter if my work permit has expired but I have received or applied for a new work permit?

    Answer: Yes, if one of the following situations applies to you, you may apply for a Support Letter from Manitoba:
  • Held a work permit valid on May 7, 2024 that has since expired and have submitted an application for a new work permit under section 200 of the Immigration and Refugee Protection Regulations, or
  • Held a work permit valid on May 7, 2024 that has since expired and have submitted an application for an extension of the authorization to remain in Canada as a temporary resident under section 181 of the Immigration and Refugee Protection Regulations, or
  • Held a work permit valid on May 7, 2024 that has since expired and have submitted an application restoration of  temporary resident status under section 182 of the Immigration and Refugee Protection Regulations, or
  • Held a work permit valid on May 7, 2024 that has since expired and currently hold a visitor record, or
  • Were authorized to work pursuant to paragraph 186 (u) of the Immigration and Refugee Protection Regulations on May 7, 2024, and the work permit extension application remains pending or was approved, and have submitted an application for a new work permit under section 200 of the Immigration and Refugee Protection Regulations
  1. Question: Am I eligible to apply for a Support Letter if I have received or applied for restoration of status?

    Answer: Yes, in some situations, a person who has applied for restoration of status may apply for a Support Letter. If one of the following situations applies to you, you may apply for a Support Letter from Manitoba:
  • Held a work permit valid on May 7, 2024 that has since expired and have submitted an application for an extension of the authorization to remain in Canada as a temporary resident under section 181 of the Immigration and Refugee Protection Regulations, or
  • Held a work permit valid on May 7, 2024 that has since expired and have submitted an application restoration of their temporary resident status under section 182 of the Immigration and Refugee Protection Regulations, or
  • Were authorized to work pursuant to paragraph 186 (u) of the Immigration and Refugee Protection Regulations on May 7, 2024, and the work permit extension application remains pending or was approved, and have submitted an application for a new work permit under section 200 of the Immigration and Refugee Protection Regulations, or
  • Were authorized to work pursuant to paragraph 186 (u) of the Immigration and Refugee Protection Regulations on May 7, 2024, and the work permit extension application remains pending or was approved and have submitted an application for an extension of the authorization to remain in Canada as a temporary resident under section 181 of the Immigration and Refugee Protection Regulations
  1. Question: I have received a Letter of Advice to Apply from the Manitoba Provincial Nominee Program (MPNP), and my work permit expired in 2024 or will expire in 2025, am I eligible to apply for a Support Letter from Manitoba?

    Answer: No, only those who have not received a Letter of Advice to Apply, had an active Expression of Interest profile on on or before January 15, 2025, and have an active Expression of Interest profile at time of application may apply for a Support Letter from Manitoba.

    The MPNP is temporarily prioritizing the assessment of MPNP applications with expired or expiring work permits. MPNP applicants whose work permits have expired or are expiring within the next 45 days are asked to inform the MPNP by using the Skilled Worker Webform.
  1. Question: Am I eligible to apply for a Support Letter if I submitted an Expression of Interest profile after January 15, 2025?

    Answer: No, only persons who had an active Expression of Interest profile as of January 15, 2025, may apply for a Support Letter from Manitoba.
  1. Question: Am I eligible to apply for a Support Letter if I had an Expression of Interest on or before January 15, 2025, but that profile has expired?

    Answer: Yes, if you had a valid Expression of Interest profile as of January 15, 2025, but that profile has since expired, and you have not received a Letter of Advice to Apply, you may make a new profile to maintain your eligibility and apply for a Support Letter from Manitoba.
  1. Question: My work permit expired in 2024, am I eligible to apply for a Support Letter from Manitoba?

    Answer: Yes, persons with work permits expiring or expired in 2024 or 2025 may apply for a Support Letter from Manitoba if they meet all other criteria and submit their application no more than 45 days prior to work permit expiration.
  1. Question: Are Support Letter applicants expected to reside in Manitoba in the long-term?

    Answer: Yes. The work permits issued to successful Manitoba Support Letter recipients under these facilitative measures are Manitoba-specific work permits, meaning they enable the permit holder to work for employers located in the province. It is expected that all persons who apply for a Support Letter intend to work and reside in Manitoba in the long-term and establish in the province as a permanent resident.

    Support letter recipients who do not demonstrate that that they meet the core requirements of the MPNP, who do not intent to reside in Manitoba, or whose connection(s) to other Canadian provinces are stronger than their connection(s) to Manitoba, will not be nominated by the MPNP to apply for Canadian permanent residence.  
  1. Question: How do I obtain a copy of my Expression of Interest (EOI) profile to submit in my application for a Support Letter?

    Answer: Log into your Government of Manitoba account at https://web22.gov.mb.ca/sso/account/logon.  Select tab 4 titled Review & Submit. You will then see another tab titled Submit EOI-SW; select this tab then click on the green text which reads Preview EOI-SW. This will take you to a copy of your EOI profile that can be saved as a PDF document.

    Answer: MBEOI2024

Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates

Further to the April 15, 2025 news release regarding the Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates, Manitoba will accept applications as of April 22, 2025 for Support Letters under the temporary public policy to facilitate work permits for prospective Provincial Nominee Program candidates, enabling eligible prospective Manitoba Provincial Nominee Program candidates whose work permits expired 2024 or 2025 or will expire in the next 45 days, to apply for a two-year Manitoba–specific work permit extension.   

Persons will only be able to apply for a Support Letter once their work permit has expired or will expire within the next 45 days.

Candidate Criteria

The temporary policy, which expires December 31, 2025, applies to prospective Manitoba Provincial Nominee Program candidates who meet one of the following scenarios:

  • Hold a valid work permit that will expire in 2025, or
  • Held a work permit valid on May 7, 2024 that has since expired and have submitted an application for a new work permit under section 200 of the Immigration and Refugee Protection Regulations, or
  • Held a work permit valid on May 7, 2024 that has since expired and have submitted an application for an extension of the authorization to remain in Canada as a temporary resident under section 181 of the Immigration and Refugee Protection Regulations, or
  • Held a work permit valid on May 7, 2024 that has since expired and have submitted an application for restoration of temporary resident status under section 182 of the Immigration and Refugee Protection Regulations, or
  • Were authorized to work pursuant to paragraph 186 (u) of the Immigration and Refugee Protection Regulations on May 7, 2024, and the work permit extension application remains pending or was approved, and have submitted an application for a new work permit under section 200 of the Immigration and Refugee Protection Regulations, or
  • Were authorized to work pursuant to paragraph 186 (u) of the Immigration and Refugee Protection Regulations on May 7, 2024, and the work permit extension application remains pending or was approved, and have submitted an application for an extension of the authorization to remain in Canada as a temporary resident under section 181 of the Immigration and Refugee Protection Regulations.

In addition to the criteria listed above, all candidates who apply for consideration under this temporary public policy must also demonstrate that they meet all the following conditions:

  • They had a valid Manitoba Provincial Nominee Program Expression of Interest profile on January 15, 2025, and have a valid Manitoba Provincial Nominee Program Expression of Interest profile at the time of this application
  • They were residing in Manitoba prior to January 15, 2025 and have continuously remained residing in Manitoba
  • They are currently employed in Manitoba with a Manitoba employer that is willing to provide a letter of employment*.
  • They are intending to establish in Manitoba as a permanent resident.

How to Apply for Consideration under the Temporary Public Policy

Persons who meet the above listed criteria may apply for a Support Letter from Manitoba by completing an online submission form that will be available as of April 22, 2025.

To be considered for a Support Letter, candidates must provide all of the following documents in their submission (incomplete applications will not be approved):

  • A letter of employment from their current employer*, and
  • A copy of their current work permit, proof of authorization to work, or proof they had a valid work permit as of May 7, 2024, and have since applied for restoration of their temporary resident status under section 182 of the Immigration and Refugee Protection Regulations
  • A copy of their Expression of Interest profile.

Immigration, Refugees and Citizenship Canada will accept applications under this temporary policy until December 31, 2025. However, Manitoba reserves the right to limit the number of support letters it will issue.

Starting April 22, 2025, eligible prospective Manitoba Provincial Nominee Program candidates may apply for a Support Letter from Manitoba online at https://twpe.gov.mb.ca/en-US/.

*If candidates had a valid work permit as of May 7, 2024, and have since applied for restoration of their temporary resident status under section 182 of the Immigration and Refugee Protection Regulations, they must provide a valid job offer from their Manitoba employer.

Manitoba Provincial Nominee Program System – Technical Issue – Update

Further to the notice posted on December 6, 2024, the Manitoba Provincial Nominee Program (MPNP) continues to work to address a technical issue affecting some of its processes.

Applications and Expressions of Interest are still being received. Expression of Interest draws are expected to resume once the technical issue has been resolved.
